MOU To Develop Airliner for RMAF MPA Requirement

SHAH ALAM: Two Canadian companies has signed an MOU to develop an patrol aircraft, which it said it was offering to meet the Royal Malaysian Air Force (RMAF) maritime surveillance requirements.

PAL Aerospace and De Havilland Aircraft of Canada Limited (“De Havilland Canada”) on Feb. 25. announced the establishment of a Memorandum of Understanding (“MOU”) to jointly pursue the development of a fully missionized Dash 8-400 aircraft, called the “Dash 8 P-4” for maritime patrol (“MPA”), intelligence, surveillance and reconnaissance (“ISR”), as well as other applications. Modified with auxiliary fuel tanks, the Dash 8 P-4 will have superior range, endurance, and time-on-station.

Even though I am using this press release, I am the opinion that both companies have very low regard to Malaysia as the decision to announce an MOU for a requirement already in the tender process and likely to be decided soon is clearly flawed.

That said perhaps their backers in Malaysia told them to do something following the company’s announcement that it will stopped building the Dash 8s this year. Especially when there is a possibility of another MPA programme.

  • Hi Halim, I agree on your point that PAL/De Havilland's MOU is a little too late for RMAF's MPA programme. Additionally, both RMAF & MMEA would be crazy to consider the Dash 8-400 since De Havilland has publicly announced that it is stopping its production.

  • There might be a method behind the madness. If a local company has tied up with foreign entity to offer a MPA it might be because it knows something we don’t.

    Or not ...

    I really hope the MPA programme proceeds as planned. It’s bad enough that we’re only getting an initial 2.
